১. বাগধারা ব্যবহার করে বাক্য রচনা করুন।

ডেল্টা প্ল্যান (বদ্বীপ পরিকল্পনা) হল দীর্ঘমেয়াদি, একক এবং সমন্বিত পানি সম্পদ ব্যবস্থাপনা। দীর্ঘমেয়াদি বলতে বোঝায় পরিকল্পনার লক্ষ্য ২১০০ সাল পর্যন্ত। সমন্বিত পানি ব্যবস্থাপনা বলতে বোঝায় পানি সম্পর্কিত সকল খাতকে একটি পরিকল্পনায় নিয়ে আসা। ডেল্টা প্ল্যান-২১০০ নেদারল্যান্ডসের সহযোগিতায় বাস্তবায়িত হবে। জলবায়ু পরিবর্তনের প্রেক্ষিতে পানিসম্পদ ব্যবস্থাপনা, খাদ্য ও পানির নিরাপত্তা এবং প্রাকৃতিক দুর্যোগ মোকাবেলায় তৈরি হওয়া শত বছরের ব-দ্বীপ পরিকল্পনা বা ডেল্টা প্লান। ডেল্টা পরিকল্পনা, কৌশল সমূহের টেকসই উন্নয়নের মাধ্যমে ডেল্টা ভিশনে পৌঁছাতে সাহায্য করে। জলবায়ু পরিবর্তন এ সময়ে খুবই আলোচিত বিষয়, যার প্রভাবের ফলাফল আমরা এখন তিক্ততা নিয়ে প্রতিনিয়ত ভোগ করছি। আর এই কারণেই বাংলাদেশ বদ্বীপ পরিকল্পনা (A Bangladesh Delta Plan)।
জলবায়ু পরিবর্তনের প্রভাব মাথায় রেখে বাংলাদেশ সরকারের নেওয়া প্রকল্পটি হলো ‘ Towards a Bangladesh Delta Plan’। এই প্রকল্পের ফলাফল রচিত হবে ৫০ থেকে ১০০ বছরের একটি সমন্বিত এবং টেকসই পরিকল্পনার কাজের উপর ভিত্তি করে। এই প্রকল্পের প্রধান উদ্দেশ্য, আমাদের নিরাপদ জীবন-জীবিকা নিশ্চিত করা এবং দেশের অর্থনীতির চাকাকে সচল রাখা।
অনেকেই ধারণা করেন, বৈশ্বিক উষ্ণতা বৃদ্ধির কারণে জলবায়ুর পরিবর্তনের প্রভাবে বাংলাদেশের সমুদ্রের উপকূলবর্তী অঞ্চল বিলীন হয়ে যেতে পারে। এর কারণ সমুদ্রের পানির উচ্চতা ক্রমেই বৃদ্ধি পাচ্ছে। তবে এ পরিকল্পনার মাধ্যমে এটিকে কিভাবে রোধ করে সমুদ্রাঞ্চল উন্নয়নের অবকাঠামো গড়ে তোলা যায়, সে বিষয়টি নিয়ে ভাবতে হবে। এ ছাড়া জাতিসংঘ প্রণীত টেকসই উন্নয়নের ১৭টি লক্ষ্যমাত্রা অর্জনের জন্য ডেল্টা প্ল্যানের বিভিন্ন পরিকল্পনাকে সমন্বিত করার মাধ্যমে বাস্তবায়নের প্রয়োজন রয়েছে।

National Integrity Strategy (NIS) is a comprehensive set of goals, strategies and action plans aimed at increasing the level of independence to perform, accountability, efficiency, transparency and effectiveness of state and non-state institutions in a sustained manner over a period of time. In Bangladesh National Integrity Strategy of Bangladesh is an important issue in our development. The ‘National Integrity Strategy‘ (NIS) is expected to be a policy document to prevent corruption. The overall purpose of a National Integrity Strategy is to provide a system of governance that creates trust among citizens. The NIS recognizes that the state’s legal institutions require watchdogs within the general population to keep it accountable. For this reason the strategy targets a broad audience, and takes in to account political, social and cultural factors. The stakeholder groups involved not only include government and administrative institutions but also other components of society including family, civil society and community organizations. The NIS is an instrument to enhance integrity and eliminate corruption within institutions. Improved honesty and morality in people, policies and procedures are seen as a vehicle to address and rectify the crisis of integrity that the institutions are presently in. Upon its implementation, the NIS will establish that only people with integrity will become people’s representatives, and they will exercise their collective will to instill integrity back into society.
The Government of Bangladesh believes that the issue of integrity should not stop at the top level of institutions. Rather, each institution is expected to find mechanisms to implement institution-specific strategies at different tiers.

ব্লু–ইকোনমি বা নীল অর্থনীতি হচ্ছে সমুদ্র সম্পদ নির্ভর অর্থনীতি। সমুদ্রে অবস্থিত বিশাল জলরাশি এবং এর তলদেশের বিশাল সম্পদকে কাজে লাগিয়ে এদেশের অর্থনীতিকে এগিয়ে নেওয়ার নতুন দিগন্ত উন্মোচন হয়েছে ব্লু-ইকোনমির মাধ্যমে। ১৯৯৪ সালে অধ্যাপক গুন্টার পাউলি ভবিষ্যতের অর্থনীতির রূপরেখা প্রণয়নের জন্য একটি টেকসই এবং পরিবেশবান্ধব মডেল হিসেবে ব্লু-ইকোনমির ধারণা দেন। পৃথিবীর তিন ভাগ জল। পৃথিবীর দেশগুলো তাদের বর্তমান ও ভবিষ্যত চাহিদা মেটাতে তাকিয়ে আছে সমুদ্রবক্ষে সঞ্চিত সম্পদের দিকে। ২০৫০ সালে পৃথিবীর জনসংখ্যা হবে প্রায় ৯০০ কোটি। এই বিপুল জনগোষ্ঠীর খাবার যোগান দিতে তখন সমুদ্রের মুখাপেক্ষী হতে হবে।
বাংলাদেশের বিশাল জনগোষ্ঠীর জন্য কর্মসংস্থানের ব্যবস্থা করা যাবে সমুদ্র নির্ভর ব্লু-ইকোনোমির বদৌলতে। সম্প্রতি সমুদ্র বিজয়ের পর খুলে গেছে নীল বিপ্লবের অপার দুয়ার।
বাংলাদেশ ব্যাংকের সাবেক গভর্নর এবং অর্থনীতিবিদ ড. মোহাম্মদ ফরাসউদ্দিন বাসসকে বলেন, টেকসই উন্নয়ন লক্ষ্যমাত্রা ও ভিশন-২০৪১ অর্জনে ব্লু-ইকনমি গুরুত্বপূর্ণ ভূমিকা পালন করবে।
বর্তমানে বাংলাদেশের অর্থনীতিতে সমুদ্র সম্পদের অবদান মাত্র ৯ দশমিক ৬ বিলিয়ন মার্কিন ডলার অথবা ৬ শতাংশ।
বাংলাদেশের ব্লু ইকোনমি সম্ভাবনা নিম্নে বর্ণিত হলোঃ
‘ব্লু ইকোনমি’ সময়ের আলোচিত বিষয়। ২০৪১ এর উন্নত বাংলাদেশ গঠনে সমুদ্রে পাওয়া ১,১৮,৮১৩ বর্গ কি. মি. এর যথাযথ ব্যবহারে সামুদ্রিক অর্থনীতি হয়ে উঠতে পারে ট্রামকার্ড।
(১) কিছুদিন আগে গৃহীত হয়েছে বাংলাদেশ ব-দ্বীপ পরিকল্পনা-২১০০ বা ডেল্টা প্ল্যান-২১০০। এ মহাপরিকল্পনায় সমুদ্র অর্থনীতিকে অগ্রাধিকার দেওয়া হয়েছে। পরিকল্পনায় নীল অর্থনীতির সম্ভাবনা কাজে লাগাতে ৫ ধরনের কৌশল অবলম্বন করা হয়েছে যার মধ্যে অন্যতম হলো সামুদ্রিক সম্পদের বহুমাত্রিক জরিপ দ্রুত সম্পন্ন করা। এর মাধ্যমে সরকার সমুদ্র অর্থনীতিকে কাজে লাগানোর জন্য প্রথম এবং প্রধান কাজটিই হাতে নিয়েছে।
(২) সমুদ্র বিজয়ের ফলে বাংলাদেশ যে অঞ্চলের মালিকানা পেয়েছে, সেখানে অন্তত চারটি ক্ষেত্রে কার্যক্রম চালানো হলে ২০৩০ সাল নাগাদ প্রতিবছর প্রায় আড়াই লাখ কোটি মার্কিন ডলার উপার্জন করা সম্ভব। ক্ষেত্র চারটি হলো তেল-গ্যাস উত্তোলন, মৎস্য সম্পদ আহরণ, বন্দরের সুবিধা সম্প্রসারণ ও পর্যটন।
(৩) সুস্থির সামুদ্রিক কার্যক্রমের নিমিত্তে বিশ্ব ব্যাংক কর্তৃক ব্লু প্রোগ্রামের ( PROBLUE) জন্য ১০০ মিলিয়ন ডলারের ফান্ড গঠন করা হয়েছে। যার সাইনিং সম্পাদিত হয়েছে নভেম্বর ২০১৮ তে। বাংলাদেশে সামুদ্রিক খাতেও ওয়ার্ল্ড ব্যাংকের বিনিয়োগ সম্ভাবনা রয়েছে।
(৪) বঙ্গোপসাগর তীরে বাংলাদেশ, ভারত, মিয়ানমার ও থাই উপকূলে ১৪৫ কোটি মানুষের বাস। বাংলাদেশের অবস্থান কেন্দ্রে। ফলে এখানকার বিপুল অর্থনৈতিক সম্ভাবনার সুফল বাংলাদেশের অর্থনীতিকে সমৃদ্ধ করার ভালো সুযোগ রয়েছে।
(৫) বর্তমানে বাংলাদেশের ট্রলারগুলো উপকূল থেকে ৩৫-৪০ নটিক্যাল মাইলের মধ্যে মাছ আহরণ করে। কিন্তু আমাদের অর্থনৈতিক অঞ্চল ২০০ নটিক্যাল মাইল। আরও বিস্তৃত পরিসরে কাজ করে সমুদ্র অর্থনীতিতে দেশের অর্থনীতি সুদৃঢ় করার বিশেষ সুযোগ রয়েছে।
(৬) জাতিসংঘের খাদ্য ও কৃষি সংস্থার ( FAO) মতে, ২০২২ সালের মধ্যে বিশ্বের যে চারটি দেশ মাছ চাষে বিপুল সাফল্য অর্জন করবে, তার মধ্যে প্রথম হচ্ছে বাংলাদেশ। এরপর থাইল্যান্ড, ভারত ও চীন। নতুন জলসীমার অধিকার পাওয়ায় ব্লু ইকোনমি প্রসারে বাংলাদেশের এ সম্ভাবনা সৃষ্টি হয়েছে। তাই সমুদ্র খাতের এ সুযোগ লুপে নেয়াই এখন কাজ।
(৭) ভারত মহাসাগরীয় অঞ্চলের ২১টি সদস্য দেশের সংগঠন ‘ইন্ডিয়ান ওসেন রিম অ্যাসোসিয়েশন-IORA’ এর সদস্য বাংলাদেশ। ব্লু ইকোনমি নিয়ে এ জোটের বিভিন্ন দেশ কাজ করছে।
(৮) ঢাকা চেম্বার অব কমার্স এ্যান্ড ইন্ডাস্ট্রির (DCCI) হিসাব মতে, বাংলাদেশের ব্যবসা-বাণিজ্যের ৭০ শতাংশ আসে সমুদ্রে মাছ আহরণ, সামুদ্রিক খাদ্য ও বাণিজ্যিক সমুদ্র পরিবহন হতে। প্রায় ৩ কোটি লোক প্রত্যক্ষ ও পরোক্ষভাবে এসব কার্যক্রমের সঙ্গে সম্পৃক্ত। এর মধ্যে কেবল সামুদ্রিক মাছ আহরণে নিয়োজিত আছে ৫০ লাখ মানুষ। এ খাতে আধুনিকায়ন হলে এ সংখ্যা বাড়া কেবল সময়ের ব্যাপার।

(৯) সিমেন্ট শিল্পের কাঁচামাল ‘ক্লে’র সন্ধান পাওয়া গেছে বঙ্গোপসাগরের প্রায় ৩০ থেকে ৮০ মিটার গভীরে । অগভীর সমুদ্রের ক্লে উত্তোলন করা যায় গেলে বাংলাদেশের সিমেন্ট শিল্পে বৈপ্লবিক পরিবর্তন আসবে। এছাড়াও সমুদ্র তলদেশে মহামূল্যবান ইউরেনিয়াম ও থোরিয়ামের অস্তিত্ব পাওয়া গেছে। বিশ্বে এ ধাতু দুটির চাহিদা কিরূপ তা সহজে অনুমেয়।
(১০) সমুদ্র নির্ভর অর্থনীতি থেকে যদি ৪ শতাংশ প্রবৃদ্ধি অর্জন করা যায়, তাহলে ভিশন ২০৪১ পূর্ণ করা সহজ হবে। ফলে আমরা এই সময়ের মধ্যে উন্নত দেশের কাতারে পৌঁছে যাব।
