এমপিওভুক্ত ও নন-এমপিওভুক্ত স্কুল-কলেজ, মাদ্রসা ও কারিগরি শিক্ষাপ্রতিষ্ঠানে শূন্যপদ পূরণে ৫৪ হাজার ৩০৪ জন শিক্ষক নিয়োগের জন্য গত ৩০ মার্চ এনটিআরসিএর দেওয়া তৃতীয় গণবিজ্ঞপ্তির কার্যক্রম স্থগিতসংক্রান্ত ৬ মের আদেশ সংশোধিত আকারে প্রত্যাহার করে এ আদেশ দেওয়া হয়।
নিয়োগ বিষয়ে হাইকোর্টের রায় বাস্তবায়ন না করার অভিযোগ তুলে নিবন্ধন ও প্রত্যয়ন কর্তৃপক্ষের চেয়ারম্যানের বিরুদ্ধে পৃথক আদালত অবমাননার আবেদন করেন শিক্ষক হিসেবে নিয়োগপ্রত্যাশী নিবন্ধন পরীক্ষায় উত্তীর্ণ প্রায় আড়াই হাজার প্রার্থী।
পৃথক আবেদনের পরিপ্রেক্ষিতে ৬ মে হাইকোর্ট এক আদেশে সাত দিনের মধ্যে অবমাননার আবেদনকারীদের নিয়োগের সুপারিশ করতে এনটিআরসিএকে নির্দেশ দেন। একই সঙ্গে শূন্যপদ পূরণে ৩০ মার্চ প্রকাশিত ওই গণবিজ্ঞপ্তির কার্যক্রম স্থগিত করা হয়। এর ধারাবাহিকতায় আজ আবেদনগুলো আদেশের জন্য কার্যতালিকায় ওঠে।
অবমাননার আবেদনকারী ও শিক্ষক হিসেবে নিয়োগপ্রত্যাশীদের পক্ষে শুনানিতে ছিলেন আইনজীবী খুরশীদ আলম খান, জাফর সাদেক, মোহাম্মদ ছিদ্দিক উল্লাহ মিয়া ও মহিউদ্দিন মো. হানিফ। এনটিআরসিএর পক্ষে ছিলেন আইনজীবী কামরুজ্জামান ভূঁইয়া। এ ছাড়া আদালতের আহ্বানে অ্যাটর্নি জেনারেল এ এম আমিন উদ্দিন শুনানিতে অংশ নেন।
পৃথক ৩টি আবেদনে ৮০০ নিয়োগপ্রত্যাশী শিক্ষকের আইনজীবী মহিউদ্দিন মো. হানিফ প্রথম আলোকে বলেন, সনদধারী প্রায় আড়াই হাজার প্রার্থী আদালত অবমাননার পৃথক আবেদন করেন। নিয়োগ বিষয়ে ২০১৭ সালের ১৪ ডিসেম্বর হাইকোর্টের রায়ের নির্দেশনা অনুসারে অবমাননার আবেদনকারীদের চার সপ্তাহের মধ্যে নিয়োগের সুপারিশ করতে এনটিআরসিকে নির্দেশ দিয়েছেন আদালত। তাঁদের ক্ষেত্রে ওই গণবিজ্ঞপ্তি স্থগিত থাকবে বলেছেন আদালত। অর্থাৎ আড়াই হাজার জনকে নিয়োগের জন্য পদ শূন্য রাখতে হবে।
আবেদনকারীদের আইনজীবীর তথ্যমতে, এর আগে সনদধারীদের নিয়োগ বিষয়ে ২০১৭ সালের ১৪ ডিসেম্বর হাইকোর্ট সাত দফা নির্দেশনাসহ রায় দেন। পঞ্চম দফা ছিল সম্মিলিত মেধাতালিকা অনুযায়ী রিট আবেদনকারীদের শূন্যপদে নিয়োগের জন্য সুপারিশ করবে এনটিআরসিএ। দীর্ঘ সময় পেরোলেও রায়ের নির্দেশনা বাস্তবায়িত না হওয়ায় রিট আবেদনকারী, তথা নিয়োগপ্রত্যাশী শিক্ষকেরা পৃথক আদালত অবমাননার আবেদন করেন। এর শুনানি নিয়ে বিভিন্ন সময়ে হাইকোর্ট আদালত অবমাননার রুল দেন।
আইনজীবীরা জানান, রুলের পর আবেদনকারীদের আবেদনের পরিপ্রেক্ষিতে চলতি বছরের ৮ মার্চ হাইকোর্ট পঞ্চম দফা বাস্তবায়নে এনটিআরসিকে ১৫ দিন সময় বেঁধে দেন। এরপরও আদেশ বাস্তবায়ন না করে এনটিআরসি ৩০ মার্চ তৃতীয় গণবিজ্ঞপ্তি প্রকাশ করে, যা আবেদনের মাধ্যমে আদালতে তুলে ধরা হয়। এর শুনানিতে গত ৬ মে হাইকোর্ট সনদধারীদের মধ্যে অবমাননার আবেদনকারীদের সাত দিনের মধ্যে নিয়োগের জন্য সুপারিশ করতে এনটিআরসিকে নির্দেশ দেন এবং ৩০ মার্চ প্রকাশিত গণবিজ্ঞপ্তি স্থগিত করেন। ৬ মে দেওয়া আদেশ সংশোধন সাপেক্ষে প্রত্যাহার করে আজ আদেশ দেওয়া হয়।
